@db0 explanation as a history of fighting spam

orignially started with flagging suspicious servers (server with 2 users and million posts for example)

when during a spam wave, you can press panic button, switch to allow list

chain of trust, and when spam sneaks in, you break the chain of trust

then expanded system to include endorsement or censures

this can only be done by admins

centralised service, not part of activitypub

doesnt want to wait until masto devs add it, so thats why he wants to build his own version now

choice of words endorsements and censures is to imply sentiment but not mandate an action that admins should take
